This answer is incorrect.

 The question is asking about the surface area of a circle. The formula for the surface area of a circle is:

 PI time the square of the radius.

 A = pi x r x r;

 So in this case the diameter is given in the problem as 3 meters.

 The radius is half of this amount, so r = 1.5 meters

 A = 3.141 x 1.5 x 1.5

 A = 7.06725

 So the first answer of 7 was the best answer

Now let us try another one

 Elena wants to sew a border of fringe around a tablecloth for her dining room table. The round tablecloth has a diameter of 6 feet. Approximately how many feet of fringe will Elena need to buy?
