The Handbook is restricted under ITAR (International Traffic in Arms
Regulations). It is available only to US citizens who have a need for
the material. To receive a copy you will have to sign and return a form
that verifies:

Our funds for duplicating the DVD are limited. Please share the disk with your colleagues so long as you do not give it to foreign nationals or a foreign company.
We have a few copies of the original year 2000 2-CD set for people who cannot
read a DVD. Please specify on the form if you want the CDs. The CD's
do not have the updated information.
