NASA Glenn Research Center
(GRC) hosted an Industry Day ~ Small Business Forum on September 21, 2006 at the Ohio Aerospace Institute (OAI) adjacent to the NASA Center in
Cleveland, OH. This
event was specifically intended to brief industry, including prime contractors and vendor
subcontractors which also include small businesses, on NASAs new Constellation
program and some of the procurement opportunities that may be originating from GRC.
Small businesses attending were able to network with larger potential prime contractors
for possible subcontracting opportunities on GRC-managed work or work managed by other
NASA centers.
This
event primarily comprised of the following:

- A
general overview of NASAs Constellation program the new program that will
lead to the replacement of the Space Shuttle with a new crew exploration vehicle known as
Orion to service Space Station missions and go to the moon
and beyond.
- An
overview of the crew launch vehicle known as Ares I - the powerful rocketry that will propel
Orion into space; an outline of GRC's responsibilities in support of the
Ares I; and a
briefing on the supporting procurements related to the Ares I Upper
Stage Thrust Vector Control
(TVC) subsystem advanced development contracts and the Development Flight Instrumentation
(DFI) system.
A briefing on the TVC advanced development contracts
that will be awarded by GRC in the December 2006 - March 2007 time
frame. In that the Upper Stage production contract will be
awarded in the summer of 2007 by NASA's Marshall Space Flight Center
(MSFC), our TVC advanced development contractors will have the
opportunity to compete to transition their efforts into the MSFC
contract in early 2009. The current GRC procurements include (1) TVC Actuator
Assembly [Synopsis #NNC06ZDD03L2; Draft Solicitation # NNC06ZDD032J] , (2) TVC Battery Assembly [Synopsis
#NNC06ZDD000J; Draft Solicitation #NNC06ZDD021J], (3) the TVC Electric Hydraulic Pump Assembly [Synopsis
#NNC06ZDD000J; Draft Solicitation #NNC06ZDD022J] and (4) the TVC Turbine Pump Assembly [Synopsis
#NNC06ZDD000J; Draft Solicitation #NNC06ZDD033J to be issued in
December 2006]. An in-depth briefing on the draft RFPs for Thrust Vector Control
Subsystem gave large and small businesses opportunities for questions, answers,
suggested RFP revisions, and possible subcontracting. Companies
most likely to be interested in this segment would work under NAICS codes
541710, 336415, 336419, 333995, and 33591x, and 333996.
- A briefing on the Development
Flight Instrumentation (DFI) system that is to provide vehicle telemetry during the early
test flights and be used to validate vehicle performance. Sensors, Data Acquisition
Units, power downlink telemetry, and cabling nominally comprise this system. The
expected timeframe for RFP release for engineering, development, qualifications, and
flight units is early 2008. Companies most likely to be interested in this segment
would work under NAICS codes 541710 and 334511.
- A
discussion of the Ares I-1 program the program that includes the development and
building of a prototype for Ares I. In addition, discussion of a draft RFP for the upper stage Severance System [Synopsis
NNC06ZDE035J; Draft-Solicitation #NNC06ZDE035J] was held. Companies possibly interested in this program
would most likely be found in the metals fabrication or space
vehicle parts industries and working under
NAICS codes
33214 and 3327xx, 335419 and 541710.
- A
discussion of possible facility upgrade projects at our Plum Brook test facility located
in Sandusky, OH. These upgrades will lead to the testing of the J-2 engine and other
space related apparatus. Companies possibly interested in this presentation would
most likely be found in the construction industry and working under NAICS codes
2362xx, 2371xx, 2381xx and 2382xx.
