The Office of Chief Counsel (OCC) provides legal advice and interpreation of laws, regulations, policies and procedures for all organizations at Glenn Research Center. Legal advocacy and representation is made available for all mission related matters to optimize effective management of personnel, financial and property resources.
The OCC is responsible for overseeing that the Center meets all ethics and patent program requirements.
As a functional office, the Chief Counsel serves in an advising capacity to the Director to ensure that the Center activities are conducted in accordance with all statutory and regulatory requirements.
The OCC also serves as the Center's litigation counsel, providing litigation to the Center and acting as the Center's representive before the U.S. Patent and Trademark Office.
The OCC is organized into the following three legal office divisions, with the Chief Counsel leading:
- Contract Litigation
- General Law Litigation
- Intellectual Property Litigaton
The Contract Law division has primary responsibility for contracts, grants, and cooperative agreements.
The General Law division has primary responsibility for areas such as ethics, personnel, fiscal, enviormental, safety and security law, non-procurement (Space Act) agreements with commercial and international entities, legal issues regarding export control, Freedom of Information Act appeals and general matters of international law, as well as legislation and other areas not specifically assigned to one of the other divisions.
The Intellectual Property division has primary responsibility for intellectual property issues in domestic and international agreements, technical data issues, patent and copyright licensing and the distribution of computer software.
