Research and Development aims to involve the education community, especially higher education, in NASA Programs that contribute to the development of new knowledge in support of the NASA mission, and utilize the talent and resources of the higher education community.

EPO manages a graduate fellowship program with Florida A&M University. EPO also manages research internships through L.E.R.C.I.P. for high school, undergraduate and graduate students, and secondary teachers.

Other Research and Development Programs, including the National Research Council Resident Research Associateships Program, NASA Graduate Student Researchers Program, NASA-ASEE Summer Faculty Fellowship Program, NASA/University Joint Venture (JOVE), and NASA EPSCOR (Experimental Program to Simulate Competitive Research), are handled by the Office of University Programs at NASA Glenn Research Center. The mission of the Office of University Programs is to assist the research community of Glenn Research Center collaborate with academe, and to support the development of successor generations of research scientists and engineers.
